Modi said that the Supreme Court has often expressed the need to be sensitive to the human rights of raw prisoners. The District Legal Services Authority can undertake the responsibility of providing legal assistance to raw prisoners. The District Judge can speed up the process for the release of raw prisoners with the help of the Chairman of the District Level Committee like the Legal Services Authority to dispose of pending cases. On this occasion, Modi appreciated the campaign being carried out by the National Legal Services Authority (NALSA) for the release of such prisoners. The Bar Council of India also called for more lawyers to participate in the process.

According to the ‘Prison Statistics India’ report published in 2020 by the National Crime Records Bureau, there are four lakh 88 thousand 511 prisoners in prisons, of which 76 percent or three lakh 71 thousand 848 are raw prisoners. Highlighting the place of legal aid as per the government policy guidelines, Modi said its importance is proven in the confidence of the citizens in the country’s judiciary. Access to the judiciary is as important to society as it is to get justice. Judicial infrastructure also plays an important role in this. Over the past eight years, substantial work has been done to strengthen the judicial infrastructure in the country. Digital Courts are also being started in the country under the ‘E-Court Mission’.

New Delhi: Law Minister Kiren Rijiju said on Saturday that the National Legal Services Authority (NALSA) has started a drive to identify undertrial prisoners eligible for release, collect their information and recommend their cases to the Review Committee. Addressing the inaugural session of the first conference of the All India District Legal Services Authority held here, Rijiju said that the campaign was launched on July 16. The District Legal Service Authorities will hold a weekly Trial Review Committee (UTRC) meeting to review the progress in the process and additional cases. Other steps have been directed to be taken including filing bail petitions in the High Court and the Supreme Court if necessary. These meetings will be held every week till August 13, so that maximum raw prisoners can be released before August 15.
